The name Qe Hiri Higu̹ is derived from the Sylvin language, as Qe Hiri Higu̹ was founded by Zëmêpí, who was culturaly Warrenese.
Climate
Qe Hiri Higu̹ has a yearly average temperature of 6°C (42°F), with its average temperature during the summer being an icy 24°C (75°F) and its average temperature during the winter being a cool -12°C (11°F). Qe Hiri Higu̹ receives an average of 265 cm/y (104 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Qe Hiri Higu̹ covers an area of nearly 524 km2 (209 mi2), and an average elevation of 1354 m (4442 ft) above sea level.
Overview
Qe Hiri Higu̹ was founded durring the early 11th century, by Zëmêpí. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Zëmêpí.
Qe Hiri Higu̹ was built using the conventions of Warrenese durring the early 11th century. Naturaly, all settlmentss have their own look to them, and Qe Hiri Higu̹ is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Qe Hiri Higu̹ is buildings are arranged arround a network of premissive cobblestone streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The city has a defencive wall made from large clay bricks. The wall is constructed to the exact specifications of millitary fortifications, but the nature of its clay brick construction leaves it vulnerable to even outdated siege equipment. That said, the city is well defended against anything short of an army. Unfortuantly, these brittle defences are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
A look around Qe Hiri Higu̹ is like a look into a broken heart which long ago fell to corruption. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need… unless of course, they would be an easy target for some robbery. The city has truly fallen to evil.
Civic Infrastructure
Qe Hiri Higu̹ possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.

Qe Hiri Higu̹'s old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Qe Hiri Higu̹ has a first rate hospital which caters to anyone in need of long term medical care.
Qe Hiri Higu̹ has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. The library is open to the public, including the Aether Link.
Qe Hiri Higu̹ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qe Hiri Higu̹'s natural decorations nor waterways.
Qe Hiri Higu̹ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Qe Hiri Higu̹ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Qe Hiri Higu̹ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Qe Hiri Higu̹ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
A substantial minority of the locals are descended from foreigners alien to their local neighbors. They may have been religious exiles, economic migrants, indigenous locals surrounded by the existing polity, or a foreign settlement conquered within the relatively recent past. The locals may not be enthusiastic about being ruled by others not of their kind, and their neighbors may look askance at the way foreign customs or even laws may be maintained.
Qe Hiri Higu̹'s garrison was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.
Due to the actions of local Kami, summer is skipped in Qe Hiri Higu̹.
The Vukodlak near Qe Hiri Higu̹ are known to be quite timid.
Qe Hiri Higu̹'s citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves gestures to channel Charm energies of tier 3 via moments of science.
